Application of foresight technologies in interdepartmental interaction of the region to enhance the efficiency of drug prevention

Abstract

Background. The use of Foresight technologies as a method of scientific forecasting and strategic planning provides the opportunity for a comprehensive analysis of future trends, early detection of potential threats and timely use of "windows of opportunity".

In the context of combating drug addiction, this is of particular importance, since a high rate of transformation, interdisciplinary complexity and a significant level of social danger characterize this phenomenon.

The purpose of the study is to determine the potential for the use of Foresight technologies in combating drug addiction at the regional level to identify long-term trends, predict risks and "windows of opportunity", and develop strategic scenarios aimed at increasing the effectiveness of preventive, medical and social measures.

Materials and methods. An analysis of Russian scientific publications revealed the absence of systemic studies devoted to the use of the Foresight approach to the problem of combating drug addiction. An analytical review of scientific literature, a comparative analysis of domestic and international experience, as well as elements of scenario planning and systems analysis were used. The absence of domestic works in this niche confirms the existence of a cognitive gap and the relevance of adapting the methodology to the anti-drug system of Russia.

Results. To structure the results, it is proposed to create a "Foresight cell" as an organizational and analytical form of expert interaction in the field of anti-drug prevention. "Foresight cell" is a target-working group that performs the function of forecasting, systems analysis and development of strategies in the field of anti-drug prevention. Such a structure can become a tool for integrating scientific knowledge, expert assessments and interdepartmental interaction.

Conclusion. This study contributes to the formation of a common understanding, and not just clarification of terminology, and lays the foundation for future initiatives to create a unified scientific base for the use of Foresight technologies in anti-drug policy. This will ensure a clearer, more coordinated and long-term focus of actions at the regional and federal levels.
